I am not sure, but I think that Teradata Database Server and Client Utilities licenses are sold separately and all the utilities are not mandatory for any customer to buy. TPT is basically a client utility which comes with various operators and you should have license to use each operator and there is some TPT infrastructure licence as well, as long as you have required TPT licences you can connect to any supported database.
 But, best is to check with your Teradata sales representative
